The closest to come have been the Commonwealth games in 1990, and the 1 Cricket World Cup in 1992, as well as the America's Cup that was hosted here in 2003. There has been a great deal of speculation that said that the number of teams which would be participating in the event would be lowered to just 16 teams, but the IRB announced that the Rugby World Cup would feature twenty teams instead. With only 12 teams qualifying in the 2007 tournament the rest of the qualifiers would have to be made up of eight teams who qualified by virtue of regional qualifiers.
